You would need to look at the xinetd man page.

and 

/etc/xinetd.conf

in this file it points to the directory where the
configuration files are.

for example

/etc/xinetd.d/telnet
/etc/xinetd.d/rlogin

Change the keyword to "disable = no"
And maybe change the path for rlogind or telnetd.
