Well, the copyright is assigned to the FSF, so I'll have to check with
them.  I think bkuhn will likely say okay, though - there's not much
advantage to a GPLd ftp library.

An "ftpfs" translator for the Hurd.  That's all, but I can start from
that.  From there we can reverse it for the server and then replace ftp
and ftpd.
