Perhaps it's not, but it certainly looks like it to me. I upgraded to Emacs
21.1 as a beta tester (so I have been using Emacs 21.1 and its ange-ftp.el
for some time now) and had no problems with previous versions of ftp from
Cygwin's inetutils - it is only since I downloaded the latest version of
Cygwin that I received this problem, nothing else in my environment changed.
I work with files on VMS boxes, so I use ange-ftp constantly.

So I doubt it is the ange-ftp.el in 21.1 as that worked quite happily with
previous inetutils versions. 

In fact I just loaded up inetutil-1.3.2-14 (and the entire Cygwin
distribution that I had at that date - I am at home and my home computer has
the older version! :-)) and I can now happily ange-ftp to the boxes of
interest. So if there is a problem in Emacs' ange-ftp, there is also a
problem in inetutils > 1.3.2-14 - unless inetutils >1.3.2-14 fixed a problem
that exposes a problem in Emacs ange-ftp? Please let me know if this is the
case and I will transfer the bug report through to the emacs guys.

MDTM stands for '(File) MoDification TiMe' and should be implemented
on the server side. In Emacs (versions >= 21.1) ange-ftp-send-cmd
always sends MDTM to the remote host before attempting to do the
transfer. In your case, the simplest solution would be to downgrade
the ange-ftp.el to any revision <
