The current draft 7 by the Austin Group specifies, that ftruncate on a file
smaller than the given size shall either increase the size or fail
(extended area shall appear to be zero filled). XSI-conformant systems
shall increase the size.
I don't know rcp well enough to comment on your suggestions, sorry.
