inetutils: tftpd patch

Hello,

This is not really a bug, but I don't see any other way to submit
enhancements.

I have a device that uses tftp to download firmware but always specifies a
null filename in the request.  I have generated a patch that adds an option
to tftpd to allow it to respond to such requests with a default file.  I
also added a warning message to syslog if a relative path is passed on the
tftpd command line; these were silently ignored before.  Here is the patch;
do with it what you will.  Please reply if you have any issues or would like
the patch reworked.
