You did not say either the version nor the OS.

But no, this is not a bug, inet utilities like rlogind telnetd and ftpd
set TOS to be LOWDELAY, for transaction.  ftpd resets it to THROUGHPUT
when dowloading files.

If you are running an older version of the utilities please
consider looking at one of the snapshots or at least investigate
ftp://alpha.gnu.org/gnu/cvs

They only been tested on GNU/Linux but they have some improvements
security wise that you should consider.
