[RFC PATCH glibc 21/34] x86_64: Add rtld-stpncpy & rtld-strncpy

Subject: [RFC PATCH glibc 21/34] x86_64: Add rtld-stpncpy & rtld-strncpy

Just like the other existing rtld-str* files, this provides rtld with
usable versions of stpncpy and strncpy.
