Because calling
/usr/bin/make cross-compiling=yes -C build-tree/hurd-i386-libc csu/subdir_lib
results to calling
/usr/bin/make subdir=csu -C csu ..=../ subdir_lib
and that subdir=csu will override any subdir:=
