If we indeed go this route, which modus operandi would we want --
<http://debbugs.gnu.org/Using.html>: exclusive or non-exclusive?

One suggestion: exclusive mode for bug-hurd.  Everything that is sent
there is turned into/appended to a bug report.  And move over non-bug
discussion to hurd-devel (which I still have not deleted) ;-), and make
that one a regular mailing list (and get rid of hurd-devel-readers).

For now, I'm keeping track of this issue on

(bddebian.com is offline once again).  You may also want to review
