This shouldn't really be completely incompatible, since the GPLv3 allows 
combination with the AGPLv3 (which in effect allows relicensing GPLv3 software 
to AGPLv3).  

That way all free software under GPLv3 can be made SaaS-safe by making it 
AGPLv3, since that will require those who offer the software to supply the 
sources. 

Then we'll be back in the time of dumb terminals, where the sysadmin installed 
all software and users adapted them and installed them into ~/bin when they 
weren't happy with some choice of the admin.  

But the users will still have more control over their environment than the 
users back in the time of terminals (as long as we get the desktops free).
