Don't use that one, but use 'apt-get source gnumach' instead. You can
easily apply the patches it contains by running 'debian/rules patch'.
You could also use the gnumach-1-branch from CVS:
#v+
$ cvs -d:ext:anoncvs@savannah.gnu.org:/cvsroot/hurd co -rgnumach-1-branch
gnumach
#v-
..., but there are patches in the Debian package that are not (yet) in
CVS.

I think you can leave out the '--build=...' and '--host=...' parameters.
