Ok, so now you've said two inconsistent things.

When a page is paged out, what happens, exactly?  Does it always get
freed, or only when there are no references left?  Does the
association between the VM page and the disk remain, or not, and
always, or only sometimes?

It sounds like you have now said "don't worry, if there are references
nothing is freed", and now, "don't worry, everything is always freed
(or would be if your better strategy is adopted)."
