  (ecl)[arguments]<#:tests?>: Move comment about failing tests to ...
  (ecl)[arguments]<#:phases>{check}: ... this deleted phase.
  (ecl)[arguments]: Remove #:tests? instead of unconditionally setting it to
  #t.
