I believe it's not hpux specific but in theory applies everywhere,
depending what the defaults for the libc are. glibc insulates one
from such things, mostly.
CFLAGS is not a good place, since mucking about with flags in
configure is always best avoided if possible. But _scm.h or config.h
would be possibilities, especially as I say if it's wanted just about
everywhere.
