Multiboot manual license

Background:

Historically, GNU documentation was licensed under what Debian calls the
Traditional GNU Documentation License [0].  Most modern GNU
documentation is licensed under the GNU Free Documentation License.  The
Multiboot specification is licensed under the former.  Because this
license doesn't require that changes be noted, it's not really
appropriate for a specification.  So, I proposed to RMS that FSF
relicense it under the FDL, and he agreed.

In addition, we expect proprietary operating systems to implement the
multiboot specification (and we wish to encourage this, since it's best
that our bootloaders can easily and efficiently boot anything).  So, the
code segments should be licensed under a simple permissive license[1].
RMS has also approved this.

If there are no objections, can this be implemented in the next version?
