The easy way - compile on Linux. Maybe even on a live CD (such as
knoppix) or on an emulator/virtual machine, if installing natively is
problematic.

The hard way - try to make it work. Look which command emits this
message and try to understand why. I really do not think this is the
right way to go, though. If you are a programmer, or have one at work,
preferably with some kind of unix experience, you might try to do this
anyway.

Is there any important reason why you'd want to?

You might want to interest people on grub-devel to make grub2
compilable/installable on Windows. grub legacy is basically frozen, and
I do not think you'll receive much help porting it, unless you come up
with some very important (not only for you) reason.
