Ah, really? That is unfortunate. I thought you finally decided to be a
maintainer. I wish you will feel the necessity of the maintainership

In GNU, they are very different. AFAIK, they are very different even in
FreeBSD and NetBSD.
As far as concerned with GNU, a maintainer is one who is responsible for
showing GNU policies, such as Free Software, copyright management, etc.
The maintainer may not be a active developer at all.
In GNU, there is no such term "committer", I think. We use "contributor"
and "developer".
