BUG: i18n and keytable commands does not work

I have these commands in menu.lst file:
default 0
timeout 30
splashimage=(hd1,4)/boot/grub/splash.xpm.gz
i18n (hd1,4)/boot/grub/messages
keytable (hd1,4)/boot/fr-latin.klt
The problem is that i18n and keytable commands doesn't work.
I know it is not a problem in reading the harddisk (hd1,4) because the
splashimage works (I tried to change the file
(hd1,4)/boot/grub/splash.xpm.gz and it changed the picture)
Moreover, the files /boot/grub/messages and /boot/fr-latin.klt exists.
In /boot/grub/messages there is a message in french.
But when I start grub the message is in English, without caring about
the i18n command. It's the same for the keytable, I got it QWERTY
instead of AZERTY.
The final test I made is pressing C in grub prompt and type:
cat (hd1,4)/boot/grub/messages
And it showed me the message in french , the one which is in messages
file. So I don't understaind why this works with cat and not in i18n.
Note: if I type i18n in grub command prompt it says:
Error 27: Unrecognizd command
If I press TAB I got a list with splashimage but without i18n and keytable.
I am not really sure it's a bug but these configuration of menu.lst
comes from Fedora Core 1, and Mandrake 9.2 and I have had the same
problem in Mandrake 9.1 and 9.1.
In fact i18n user to work only on Mandrake 7.2 !
Either /boot/grub/messages and i18n blablabla was wrote for nothing in
my menu.lst (all my config is the default in Mandrake 9.2, 9.1, 9.0
Fedora Core 1, RedHat...) either there is a bug.
