groff-1.22.4 had a problem with tbl inserting empty lines at
page breaks even for unlimited page sizes.

groff-1.23.0_rc3 fixed that problem but maybe introduced another one:  in
large tables the column separator seems to be vertically
displaced, enlarging the whole document.
