Our Texinfo manual always (modulo errors of oversight) refers to groff
commands that had Unix counterparts with a "g" prefix.  It also makes several
references to those man pages, and this number will increase as I work on bug
#60061.

It's going to be frustrating for users on systems without a "traditional"
troff installation--which is probably most of them--to type, say, "man gtbl"
and get back nothing useful.

Since we already check for such an existing installation at configuration time
<https://git.savannah.gnu.org/cgit/groff.git/tree/m4/groff.m4#n1053>, we can
use its absence to update installation targets to installs symlinks or stub
man pages.
