Follow-up Comment #1:
I was incorrect. FF _is_ applied, which is good news, but, particularly in
ms.ms, we give the reader insufficient guidance regarding the .FS macro,
namely the fact that it takes an argument, and how to use non-auto-numbered
footnotes.
So this is now a documentation bug.
Only groff_ms(7) mentioned the use of an argument to .FS at all; our Texinfo
manual presented a synopsis that omitted it (implying that it _didn't_ take
one), and ms.ms has no syntax synopsis for the footnote macros at all.
I have updates in progress.
