Run failure after first time installation on Windows 7

GNUstep failed to run after first time installation on Windows 7 Ultimate 64bit.

Errors: None

I followed the installation procedure to the letter as explained on this page:

http://www.gnustep.org/windows/installer.html

Installed it in the default path as supplied, all defaults followed.

I read the installation notes after each install, not that they contained much to do. There were no errors during the install and compatibility/administrator rights troubleshooter had no effect regardless of configuration.

The programs do not run, they generate no user errors. Simply, nothing happens.
