[bug-GNUnet] Build failed with Ubuntu 18.04 install instructions

Hello,

I tried following this: https://gnunet.org/en/install-on-ubuntu1804.html

./configure failed with:

| configure: error: Package requirements (libmicrohttpd >= 0.9.63) were 
not met:

| Requested 'libmicrohttpd >= 0.9.63' but version of libmicrohttpd is 
0.9.59

Looking at https://packages.ubuntu.com/search?keywords=libmicrohttpd it 
seems that all released Ubuntu versions (up to 19.04) have versions 
older than 0.9.63.
