As far as I know, nobody is looking into it other than you and me. I think it's low priority as people are assuming that until 2038 nobody should use both _TIME_BITS=64 and utmp/utmpx on 32-bit x86 or arm, and by 2038 (when things also stop working on 64-bit x86-64 and arm64) utmp/utmpx will be gone anyway.
Given the slow rate of progress in the Y2038 area I'm not sure this assumption is correct.
