It is a technical problem as you have to get rid of the SF main project
homepage otherwise. The download always goes to the latest publish
release (Brian changed it to the pre-release as 1.1 was too old).
There simply was no new pre-release since the last one.

A different thing is our webspace at gnu.org.

@Brian: please copy the content of https://www.gnu.org/software/bison/
to https://www.gnu.org/software/gnucobol/ - it is very brief and you can
surely change the minimal content correctly (keep the link to alpha.gnu
and the translation project, even if these pages aren't setup for
GnuCOBOL yet, they will be in very short term).
