/usr/local/lib is normally included in dynamic library search.
After the first cobol installation you might need to do
a "ldconfig" as root.
"ldconfig -v" will tell you if the cobol libraries are being picked up.

In fact, as a matter of course, I always do a "ldconfig" after
a "make install".
