I have committed a change to cvs. Its rather peculiar there is an #ifdef to
exclude stdlib.h when compiling under win32. I'd be surprised if removing
the ifdefs as I have done causes any problems, but I am sure we'll
eventually hear from the Cygwin/MSVC guys if that's the case.
