The tools for generating these files are often not present at some
systems. Most Win32 systems can't generate these files, at least not
right out of the box.

Whoops... it was done like this:
vi *.c
:bufdo %s/\"i18n\.h\"/<glib/gi18n.h>/g update
:wqa
cvs commit -m"updates"
