[Bug-gnubg] built-in support for mec in gnubg

I've added built-in support for Claes Tornberg's mec in gnubg. I've
added a new matchequity file mec.xml, with the following parameters:

gammon rate = 0.26, win rate = 0.50, free drop 0.015 and 0.004 for
2-away and 4-away, respectively.

Please note the following:

* I've added support for free drop values at 2-away and 4-away
  which Claes' original code didn't have
* There is support for skewed match equity tables, *BUT* I've not testet
  it, so please let me know if you do 
* mec26.xml will appear slightly different than mec.xml although the
  parameters look similar. THis is because the pre-Crawfort and Crawford
  part of mec26.xml has been generated without taking the free drop into
  account.

If you want to use it, please look for a gnubg build dated April 17 or
later.
