[Bug-gnubg] Win32 Builds - GTK/GTK2 etc

After botching a submission with a bad patch because I didn't have a
Win32 build environment I decided to take a look at work I had started
back last August.

But before I move forward I'd like to know. Why do we not use a proper
Mingw/Msys environment on Win32, and use the ./configure; make dance on
it. Secondly, I was wondering why we are utilizing GTK on WIndows and
Not GTK2? (Are there known bugs/limitation with the gtk2 and gnubg's
dependencies on that platform)?
