There are some numerical noise in the evaluations of equity that show
up here.
The logic was
if opponent's equity after resignation <= oppenent's current equity then
accept
else
reject
I've modified the logic to
d = opponent's equity after resignation - oppenent's current equity
if d <= 0.000001 then
accept
else
reject
