[Bug-gnubg] Missing make file dependencies

I thought I'd sent this in earlier but I guess not.

The new makebearoff uses getopt_long, but doesn't include getopt and
getopt1 in the dependancies for source and object. For those whose
libc is not GNU's, this causes the ld of makebearoff to fail with 

/usr/local/src/gnubg/makebearoff.c(.text+0xda5): undefined reference
to `getopt_long'

I don't know enough about automake and co to fix this myself.
