There is the "msgconv -t utf-8 de.po > de.po.new" command. 

Maybe we should find out how other GTK projects handle this?!

emacs has as changelog-mode that gives you the correct indentation,
color syntax highlighting, line wrap and some macros.

You can do a M-x add-change-log-entry. However, since we do not use the
correct GNU-style timestamp you have to manually change it. I usually
insert the result of running "date" (removing the timezone).
