Sorry, I just noticed that you had mentioned your Ubuntu version: 18.10, 
which has GSL 2.5 (the most recent version).

Have you tried building all the Gnuastro dependencies (mandatory and 
optional) with `apt'? You can see the necessary command in this part of 
Gnuastro's book:
