As you might know, jar files are platform independent and (mostly)
compiler independent. While on ftp.gnu.org, only sources are distributed,
you can get precompiled jar files from many download sites of Linux
distributions. A particularly trustworthy one is Debian. You find the
libintl.jar as part of the 'gettext-base' package, here:
  <http://packages.debian.org/lenny/gettext-base>
