The configure.ac in that package contains the line
AM_GNU_GETTEXT_VERSION(0.10)
This is not right according to the documentation
http://www.gnu.org/software/gettext/manual/html_node/AM_005fGNU_005fGETTEXT_005fVERSION.html
because your package is certainly not using GNU gettext infrastructure from
version 0.10 - that version is 15 years old and obsolete for 10 years.
It looks like a typo in your configure.ac file.
Not a bug in GNU gettext - version 0.10 is simply unsupported.
