patch for gawk 3.1.6 po/Makefile.in.in ??

To the gawk team,

On an RHEL x86_64 cluster, I encountered a misfeature that I bet is
corrected, 
but I haven't the "approved" means to pull it out of cvs/svn. 
In case you need to document it, ;-)  when I did 

./configure --disable-nls --enable-switch --prefix=$HOME

it produced Makefiles that blew up at "make install-dvi" and "make
install-ps".

I traced the place to put the fix up the configure chain, and I believe
the patch would go into po/Makefile.in.in,
viz:
