Or install gettext from the tarballs available at
ftp://ftp.gnu.org/pub/gnu/gettext/.

Huh?  The coreutils list is at bug-coreutils, but this is bug-gnu-utils,
and the question is perfectly on topic.  On the other hand, the original
question is better directed to the bug-gettext mailing alias, even though
that alias ends up forwarding here to the bug-gnu-utils list anyway,
because the gettext maintainer is more responsive if you go through the
correct alias.
