Hi Bruno,
I noticed this in configure.ac:
dnl Override automake's tar command used for creating distributions.
am__tar='${AMTAR} chof - --owner=root --group=root "$$tardir"'
That induces a requirement (for e.g., make dist) on Gnu tar.
You might want to add it to the list in HACKING.
