gettext - documentation, Win32 binaries, MS C# compiler

In one forum or another, I've raised these issues
before, but with no response, so I'm hoping they
will be noticed now that there is a flurry of
"gettext related" traffic on this list :-)

If there's a more appropriate forum to raise
any of these issues, please let me know.

1) Documentation
----------------
The gettext webpage:

links to an online manual at gnu.org:
http://www.gnu.org/software/gettext/manual/
which is out of date(over 3 years old, and for
gettext 0.11.2).

It would be useful to have the official gettext
manual for the current release(currently 0.14.5)
available online in HTML format, so that people
could provide URLs to people looking for gettext
information(e.g. people new to gettext, who need
to read the manual before beginning work on
translations of PO files).

I've made the 0.14.5 gettext tools manual available
on the Punt website, linked from our "For Translators"
webpage http://punt.sourceforge.net/4translators.html
but I'd prefer to link to 'the official version'.


2) Windows binaries for gettext
-------------------------------
Does anyone know where current Windows binaries for
gettext 0.14.5 can be obtained?
The GnuWin32 project only has 0.14.4:

and the GNU FTP directory only has 0.13.1:
http://ftp.gnu.org/gnu/gettext/

I'm not just asking for myself - the author of poEdit:
http://www.poedit.org/
in a response to my question of 'Are there any plans for
poEdit to support the newer versions(e.g. 0.14.5) of
gettext' answered "Yes -- as soon as gettext authors
provide a working binary.":

Apparently he was not able to successfully compile
the gettext binaries for Windows, so I guess an alternative
would be a pointer to information on how to compile
the gettext tools for use on a Woe32 system.


3) Microsoft Visual C# compiler
-------------------------------
In GNU gettext 0.14.5, in csharpcomp.c,
there is support for the pnet/mono/sscli
compilers(cssc/msc/csc).

I've tried running msgfmt.exe using the
Microsoft Visual C# Command Line Compiler
(it's named csc.exe) that is installed with
the .Net Framework, but it doesn't work due
to the format of the commandline options.

Would it be possible to add support for the
MS compiler, so that Windows users who have
the .Net Framework installed could make use
of the MS C# compiler with gettext?
