id-utils-4.0 alpha release

Hello,

I am (temporarily?) co-maintaining idutils, and I have
prepared an alpha test release which I numbered 4.0.

This release should be functionally identical to the
latest id-utils release, but upgrades the whole build
system to recent versions of the autotools, and
contains the latest modules from gnulib.

I encourage anyone interested in the id-utils to
download and test this release, and report
functionality and portability problems encountered.

Please note that the current CVS code is NOT
up-to-date, so the latest code is indeed that which is
contained in the tarball.
