Thanks for the patch. I appreciate that you let your modifications flow back
"upstream". A patch very similar to yours will be contained in the next
gettext release.

You must be using gettext-0.10.35. Be warned that this old version of the
intl/ directory
  - lacks the functions for proper plural handling,
  - does not support UTF-8 locales for those languages where the PO file
    is in a traditional encoding (ISO-8859-1 or similar),
  - does not support traditional locales (encoding ISO-8859-1 or similar) for
    those languages where the PO file is in UTF-8 encoding,
  - will not translate some messages when used on PowerPC platforms,
  - will not translate anything by default on MacOS X platforms,
  - will behave incorrectly on NetBSD when format strings like "%2m$" are
    used.
These problems are all fixed in gettext-0.14.4.
