    Is it possible for me to get  a compressed archive of this manual ?

The GNU make manual is included in the make source distribution
(ftp://ftp.gnu.org/gnu/make, among other places).

It's also available separately in many formats, including the Texinfo
source, from http://www.gnu.org/software/make/manual/make.html.
