Your abolsutely correct.  We were using the HPUX porting site to download
and install the software from.  We didn't realize that we needed to
configure RCS with the GNU diffutils and after we completed the compilation
of RCS with diffutils it began working fine.  Thanks

It could be a lot of things, but it sounds vaguely like an
installation problem.  Perhaps you're invoking HP-UX diff rather than
GNU diff.

What does 'tusc' say about it?

You can run the command "tusc -f ci TEST_RCS8.rdf" to find out what
"ci" is doing.
