I can only modify it if the Front-Cover says ``A GNU Manual,''
1) obviously this has nothing to do with diff in particular. The GNU
diff maintainer presumably wants to follow GNU coding standards,
which prescribe this text.
2) No one on bug-gnu-utils is not going to be able to give you a
definitive answer. I've forwarded it to rms and address@hidden,
who may or may not be interested. I gather there has been a whole
lot of discussion about this already, as you and Nathanael imply.
3) Far be it from me to engage in debate with debian-legal, but I don't
see why the words "A GNU Manual" make it non-free. UNG could add
another front-cover text, say, "A UNG Manual, too". Then everything
would match, seems like.
4) It seems truly a shame that so much effort is being expended over all
this.
