Win32 DLL stripping

Hi!
 
Current version of binutils can not strip Win32 DLLs correctly, because DLL relocation table contains some references
to removed sections. After stripping DLL can not be relocated correctly and thus it is not loaded. Proposed fix for this
problem is attached to the letter.
