I'm afraid you have not reached the right list:
        List-Id: Bug reports for the GNU utilities  <bug-gnu-utils.gnu.org>
this one is for big reports in certain programs, so it's populated by
programmers, not lawyers...

Anyway, I syppose you have visited http://www.gnu.org/licenses/ .
Perhaps GPL Frequently Asked Questions (linked from that page) could help
you, though it is not focused on FDL but on GPL.
