binutils 2.13.1 and LDFLAGS

The top level Makefile.in for binutils 2.13 and 2.13.1 appears to force
LDFLAGS=  (empty string), then passes that down to all lower Makefiles.
Also, CPPFLAGS does not seem to be honoured either, possibly due to a
similar problem.

Just wondering if this was desired behaviour for some reason, or if it can
be changed for the next release (./configure notices $LDFLAGS, and performs
its compiler tests using it; Makefile.in just ignores @LDFLAGS@ when setting
$LDFLAGS, and I imagine something similar is happening to CPPFLAGS).
