Suggested documentation addition for gnu tar

I just found out that tar's "-C" option doesn't work for the
tar archive file itself. Perhaps that could be mentioned in
a future version of the manual ?

That is,

  tar -C .. -czf dists/stuff.tgz stuff-src

didn't work for me, and I changed to using

  tar -czf ../dists/stuff.tgz -C .. stuff-src


Not that I had to move the "-C" later, I just had to figure out
that it had no affect on the tar archive path, so I moved
it later for clarity for myself.
