What is "aclocal --version"?

gettextize says

Please run 'aclocal -I m4' to regenerate the aclocal.m4 file.
You need aclocal from GNU automake 1.5 (or newer) to do this.

To my knowledge the duplicate macro error is gone in aclocal 1.5.

And you *do* need to pass the -I m4 option, in order to get the right
version of gettext.m4, otherwise you *will* get a wrong value of
$(top_builddir), as you see it.
